"For example, during the Great Depression, US President Roosevelt's New Deal was introduced as the private sector was in full-scale retreat from job creation. The Public Works Administration (PWA), which was part of the New Deal, created hundreds of thousands of jobs and the work helped restore ageing public infrastructure (such as, roads, dams and bridges).

Many new buildings were constructed during this period (schools, recreational spaces, libraries, hospitals), which have delivered benefits to the generations that followed.

Harry Kelber (2008) wrote that the WPA meant that:


Thousands of unemployed writers, actors, musicians and painters were given an opportunity to earn a modest livelihood from their artistic talents and to enrich the lives of countless culturally-deprived citizens. The productions of the WPA Theater Project, for example, entertained a phenomenal audience totaling 60 million people, a great many who had never before seen a play.

The Tennessee Valley Authority was a huge hydro-electricity project introduced during this period and brought electricity and prosperity to some of the poorest rural areas of the US.

At the time, Kelber (2008) notes that the private electricity providers stridently opposed the challenge to their monopoly control. The upshot was that the project forced them to reduce their power charges.

In general, the dynamism of the public sector at that time caused huge outcries from the capitalists who didn't want challenges to their cosy profit making industries from public sector enterprise.

But societal well-being was unambigously advanced.

Implementing progressive social and environmental policies will require a robust federal budget which the NDP must champion. A bold program is a recognition that the market will not solve all problems and that a government truly dedicated to public purpose must put its money where its mouth is.

During the recent financial crisis when big banks and credit card companies experienced liquidity problems, the federal government came to their rescue with a generous $200 billion support program. The same fiscal capacity (which comes from owning a central bank with sovereign currency) could also fund a Just Transition framework that would provide immediate relief as regions moved toward sustainable and environment-friendly jobs.  Studies suggest that alternative investments in renewable energy, conservation, public transit and building retrofits (rather than pipelines) would create between 3 and 34 times the number of direct jobs.

The NDP must sharply differentiate itself from conventional economic policies and boldly go where no party has gone before.

Assistance for both displaced workers and for contractors;

Consultation with and full engagement of relevant unions;
Support for innovation and partnerships for new local industries, research and development and infrastructure investments;
Training and alternative employment tailored to local and individual needs and opportunities;
Special targeted support for older, disabled and less educated workers;
Relocation assistance for displaced workers;
Income maintenance, redundancy entitlements and retraining allowances;
Cheap loans and subsidies for new industries and employers;
Compensation and equipment buy-outs for contractors;
Assistance programs extended to workers employed by contractors;
A just transition requires investment in training programs and apprenticeships to create a highly trained green workforce;

With all due respect:

�The federal government can either spend too much causing inflation or too little allowing mass unemployment.�

This is fantasy: the Federal Government has the capacity to control the economy or specifically �unemployment� but chooses not to because of �confusioon� or �uncertainty.�  The Federal Government has no more capacity to control unemployment that the Salvation Army has to control �sin.�

I�m in the �employment� and self-employment games the real unemployment rate in Canada is northh of 60% (World rate is 73%).  Do you know how StatsCan measures �unemployment?�  They take the number of jobs advertised and subtract the number of applicants hired and you have the official unemployment rate.

�Unemployment� to StatsCan = the number of jobs (advertised) that go unfulfilled.

Makes sense:  How (exactly) would the Federal bureaucracy measure the number of people who desperately wanted a job but had given up (insofar as) registering with  an Employment Service Centre � because 2 years of that = zero?

1st thing I learned in Stats 101 was �be damn clear about how you get statistics before you start interpreting them.�

Most of the talk about employment is a liturgical exercise.  �How many angels could dance on the head of a pin?�

Subject: Generation Politics

We frequently read or hear the media refer to Generation X, Generation Y, Baby Boomers and Millennials. I have often wondered what is meant by these terms. A bit of research indicates that there is not a consensus on parameters for the titles. Below is a list of what appears to be a middle ground, but some commentators will disagree with definitions not set in stone.  

The Great Generation, which is rarely used, refers to people born in 1945 and earlier. This means that the youngest of this generation will be 74 years of age when we hold our next federal election in 2019.

The Baby Boomer Generation is the only generation defined by sociologists and generally includes people born between 1946 and 1964. In 2019 the youngest of this generation will be 55 and the oldest 73.

Generation X refers to people born between 1965 and 1984. In 2019 the youngest of this generation will be 35 and the oldest 54.

Generation Y refers to people born between 1975 and 2004. This definition is not useful as it overlaps both Generation X and the Millennials (age in 2019 � from 18 to 44) although the groups are quite different. That tells us something about the people who use it.

The Millennial Generation refers to people born between 1982 and 2004. In 2019 the youngest of this generation will be 18 and the oldest 37. Note that there is an overlap between the youngest of Generation X and the oldest of the Millennials.

Except for Baby Boomers, these definitions come from the media. Media outlets are not in agreement on the definitions which makes me wonder how they expect us to understand what they are trying to tell us when they refer to various generations. This is another example of the media not allowing facts to get in the way of a good story. Like Liberals, the media pretends to be open to other opinions and are then horrified to discover that people really do have different opinions! That smells like a sense of entitlement to me.

According to the media, the tall foreheads in conservative circles are trying to establish a plan for dealing with populism during the Manning Conference just concluded. Politicians, political pundits and media scribes want us to believe they understand populism. The origins go back to approximately 1890 and is an ideology that holds the rich and elite control and take advantage of governments when citizens should guide governments.

Populist movements range from the far left to the far right and everything in between. The solutions proposed vary so widely that the terms �populist� and �populism� are meaningless. Democracy is in trouble when people discover they can vote themselves benefits. Current election campaigns are based on promising people things they think they want in return for votes. We are being bought by the tax dollars extracted from us. Populists are motivated by self-interest and what they want or perceive that they want is not what they need. 

We need politicians who put the best interests of their community and country first. Politicians cater to �special interests� through grants and support to garner votes. Why else would we have a Status of Women ministry in the federal government? What happened to equality and equal rights?

Business and industry leaders, the elite, political insiders and academics have too large an influence on our governance. They ignore the needs of citizens and feel they are entitled to decide how we should live our lives and spend our money. Politicians have forgotten that governments came into being to provide those services that individuals and communities could not provide for themselves. 

House of Commons Motion M-103 is a glaring example of politicians engaging in social engineering without a mandate to do so. Canada matured from a being a British colony to an independent nation without a Status of Women ministry or multiculturalism. Immigrants from all over the world fought as Canadians in two world wars with distinction. We had and have more similarities than differences and stood proudly for our nation and our flag. We have gone to war and engaged in peacekeeping missions since, always standing tall for democracy and human rights. We have much to be proud of.        

We have a duty to expect every resident of Canada to respect the charter and human rights of their fellow citizens including family members. Wives are equal to husbands as are partners in same-sex relationships. That may cause some heads to explode, but we either believe in our fundamental principles or risk fracturing a truly wonderful nation. The politics of division must give way to the politics of service to our society. We need politicians to stop trying to micro-manage our lives and how we live them. They do not have our consent.

Justin Trudeau may blame the elites for hollowing out the middle class, but he has appointed money managers and chief executives to be his economic consultants, and he is taking their advice to privatize our infrastructure.

Consultants, brokers and lawyers prosper when infrastructure is privately owned, and the new operators enjoy captive consumers. Quality of service deteriorates as costs are cut, major job losses occur, and prices escalate. And of course if conditions overly deteriorate, the government is forced to step back in. 

The Liberals have forgotten their history. After WWII, our government built roads, bridges and seaways and didn't need high-cost financing from big investment funds. We used low-cost financing from our own Bank of Canada, and operated our infrastructure as a public service - not as profit centres for private financiers.

Austerity hawks argue that financial markets will punish Canada for big deficits. But the 2008 financial crisis demonstrated that when our large institutional lenders got into trouble, the Canadian government nonetheless had the fiscal capacity to bail them out with billions in "Extraordinary Financing".

Bond vigilantes have little power when Canadian dollars are no longer gold-backed, and the government's central bank can create by computer entry whatever money the government requires. The federal government can either spend too much causing inflation or too little allowing mass unemployment. Today we have 1.3 million unemployed Canadians whose talents and productivity are being wasted. Infrastructure renewal will employ skilled workers, but the government must also hire off the bottom by creating local jobs in community service and environmental conservation.

During the depths of the Great Depression, John Maynard Keynes argued in a radio debate, "I do not believe that measures which truly enrich the country will injure the public credit�Look after the unemployment, and the Budget will look after itself."
