Stuff happens - ice storms, earthquakes, pandemics, and financial crises. When these erupt, we expect our federal government to take decisive action to relieve our distress. A response,"Sorry about your suffering, but we've reached our real per-capita spending limit" would be totally unacceptable. 

The trouble with fiscal anchors is that they are without economic justification, and are usually ideologically inclined toward smaller government. In a world of continuing social, technological and environmental change, the federal government must be sensitive to effects of real-world events on the population, and must use its fiscal capacity (which comes from owning the Bank of Canada) to best serve the public interest. Arbitrary limits are counter-productive.

"The essential insight of Modern Monetary Theory (or �MMT�) is that sovereign, currency-issuing countries are only constrained by real limits. They are not constrained, and cannot be constrained, by purely financial limits because, as issuers of their respective fiat-currencies, they can never �run out of money.� This doesn�t mean that governments can spend without limit, or overspend without causing inflation, or that government should spend any sum unwisely.
